- He belongs to the political family from the childhood. His father became the municipal mayor 4 times and when he was practicing for the law he joined a school as a teacher. As a poet, he became famous in Bohol and was called by the name 'Prince of Visayan Poets' and 'Bard from Bohol'.
- He started his political career in 1925 at that time he became the Representative of the Third District of Bohol. In 1933, he was selected as the Governor of the Bohol but he worked until 1941.
- During the war, he disagreed to cooperate with the Japanese and he was on the wanted list of them and the Japanese announced a huge amount on his head, still he gave up quit in front of them. In fact, he became the advisor of the free government organized in Bohol and also took part in Guerilla activities.
- In 1953 presidential election he stands with the mate Ramon Magsaysay and both won. He by President Ramon Magsaysay he selected as the Secretary of Foreign Affairs later he become the Vice-President for four years.
- He was honored by different countries like by Spain he was honored as the Knight of the Collar of the Order of Civil Merit on October 1, 1957, by South Vietnam he got the Kim Khanh Medal on March 19, 1956, and in 1959 he was honored by Honorary Recipient of the Order of the Crown of the Realm by Malaya.
- For the development of the Southeast Asia Treaty Organization (SEATO) in Malaya, he showed himself as the chairman of the eight-nation Southeast Asian Security Conference.
